          "An Act relating to the Regulatory Commission of                                                                      
          Alaska; relating to the public utility regulatory cost                                                                
          charge; relating to the regulation of                                                                                 
          telecommunications; relating to exemptions, charges,                                                                  
          and rates applicable to telecommunications utilities;                                                                 
          relating to regulation of telephone services; and
